My daughter will not wear V-neck shirts because the skin from her lower neck throughout the upper chest is rough textured and appears to look like goosebumps under the skin. She is very self conscious about it. What could it be?
Goosebump looking skin?
Skin's probably irritated at something, maybe weather inclemented, etc.

My friend looks like she has goosebumps all the time on her arms.
