What is this skin problem on my top finger joint?

I'm developing some skin thing on the top joint of my long finger. It is one joint under my finger nail and a little on the joint.


The skin is red and dry and a bit cracked. It feels very rough.


I think it is going to develop tiny blisters (or raised bumps) all over it.


I've had this before in the past, but can' remember what it is???
